Mizoram State Rural Livelihoods Mission (MzSRLM) was launched on 22nd April 2013 to initiate the implementation of the National Rural Livelihoods Mission (NRLM) which is a flagship program under the Ministry of Rural Development (MoRD) to eradicate poverty in the rural areas of Mizoram. The Mission is now operating in all 11 districts covering 28 RD blocks.
At the initial stage, Self Help Groups are formed from amongst the poorest of the poor families through participatory identification of the poor. The Self-Help Groups (SHGs) are then federated into Village Organizations (VOs) which are again federated into Cluster Level Federations (CLFs). The following are the community funds provided-
- SHG Start-up Funds- Rs 2500 per SHG -upon formation
- Revolving Funds- Rs 25,000-30,000 per SHG-(depending on the number of SHG members)-after 3 months of completion and on the basis of grading.
- Village Organization (VO) Start-up Funds- Rs 75,000 per VO- upon formation.
- Community Investment Funds- Rs 1.5 Lakh per SHG (after 6 months completion)
- Vulnerability Reduction Funds- Rs 1.5 lakh per VOs.
- Cluster Level Federation (CLF) Start-up Funds- Rs 3.5 lakhs per CLF- upon formation.
The funds disbursed to the SHGs and its federation are not grants, they are to be used for the loaning purposes by SHG members to take up activities for the enhancement of their livelihoods- setting up new livelihoods interventions or for stabilizing their current livelihoods.
There are five components under NRLM interventions-
- Institution Building and Capacity Building (IB/CB).
- Social Inclusion Social Development (SISD).
- Livelihoods (Farm).
- Livelihoods (Non-Farm).
- Financial Inclusion.
