Implementation structure and plan

Community-based Institutions Development:
     One key strategic element under the project is creation of strong community based structures to ensure continuation of proposed interventions. It also helps the community leverage support from wider stakeholders during the project phase, but more importantly post-project phase.

Each district under the project created and develops a registered community based entity over the project period. It consists of three levels to ensure effective representation of the beneficiary families. The institutional structure is detailed below :

 

Project implementation plan and flow :

State Mission Manager (Livelihoods)

Overall responsible for the project implementation

Project Manger (Livelihoods)

Would work under the supervision of State Mission Manager (Livelihoods) and responsible for the project

District Functional Specialist (Livelihoods)

Responsible for the project implementation within the ditrict

Block Mission Manager

Overall responsible for the project implementation within the block

Livelihoods Coordinator (Farm)

 

Responsible for block level project activities and each Livelihoods Coordinator would manage and monitor CRP’s

Livelihoods MIS

Responsible for looking after MIS and monthly/quarterly report of livelihood activity within the block and data entry of mahila kisan in MKSP MIS

CRP -Agriculture and Livestock

 

Responsible for providing doorstep handholding support to women farmer of the project

 

Role of Project staff

State Mission Manager (Livelihoods) : 

  1. Conceptualising thematic policies and developing strategies for MzSRLM.
  1. Diagnosis of livelihood interventions in the state and identifying key areas specifically for MzSRLM.
  1. Networking and Partnerships with NGO’s, Private Sector, financial institutions and relevant stakeholders/partners in the livelihoods pilot projects formulation and implementation.
  1. Providing technical backstopping on sustainable livelihoods programme to the district, block office and village.
  1. Developing annual intervention plan with cost implications. Successfully mapping best practices of livelihoods existing in the state to draw lessons and feed them into state plan for up scaling.
  1. Developing guidelines/training manual for the participatory planning at the village level to develop livelihood plan.
  1. Oversee that key projects activities related to sustainable livelihoods interventions are achieved per project budget and timeline.
  1. Monitoring and evaluation of all the activities related to sustainable livelihoods development.
  1. Any other activities as assigned by the Chief Executive Officer.

 

Project Manager (Livelihoods) : 

  1. Overall responsible for the implementation of the project.
  1. To monitor and guide the staff at district and block level including agriculture community resource person and livestock community resource person/Pashu Sakhi.
  1. Preparation of training plan for the district and agriculture community resource person, livestock CRP’s/Pashu sakhi and Mahila Kisan.
  1. Submission of the monthly, quarterly and yearly report to SMMU.
  1. Liaisoning with the concerned department for convergence of other government scheme.
  1. Conduct the review meeting of the district level office staff.
  1. To visit the project area.
  1. Any other activities as assigned by SMM (Livelihoods)

 

District Functional Specialist (Livelihoods) : 

  1. Overall responsible for the implementation of the project at district level.
  1. To monitor and guide the staff at block level including agriculture community resource person and livestock CRP’s/Pashu Sakhi.
  1. Preparation of training plan for the agriculture community resource person, livestock CRP’s/Pashu sakhi and Mahila Kisan.
  1. Submission of the monthly, quarterly and yearly report to SMMU.
  1. Liaisoning with the concerned department for convergence of other government scheme.
  1. Conduct the review meeting of the district and block level office staff.
  1. To visit the project area.
  1. Any other activities as assigned by SMM (Livelihoods).

 

Livelihoods Coordinator (Farm) : 

  1. Overall responsibility of the block level project.
  1. To select the village and Mahila Kisan in consultation with Project Manager (Livelihoods).
  1. To identify agriculture community resource person and livestock CRP’s/Pashu sakhi in consultation with Village Organization.
  1. To prepare the training plan for Mahila Kisan.
  1. To monitor and guide the agriculture community resource person and livestock CRP’s/ Pashu Sakhi.
  1. To submit monthly, quarterly and yearly progress report to Project Manager (Livelihoods).
  1. To arrange the demonstration plot in consultation with Project Manager (Livelihoods).
  1. To identify the poorest of the poor and make the plan for them in consultation with Project Manager (Livelihoods).
  1. To prepare the plan for the revolving fund, MCP and CIF.
  1. To collect the data base of the Mahila Kisan.
  1. Any other activities as assigned by SMM (Livelihoods)

 

Livelihoods MIS : 

  1. S/he would be responsible for looking after MIS.
  1. S/he should regularly upload the data of all mahila kisan collected by cadres and livelihoods staff on MKSP MIS.
  1. To submit monthly, quarterly and yearly progress report to Project Manager (Livelihoods).
  1. Any other activities as assigned by SMM (Livelihoods).
